Abstract: This research examined the critical role of dedicated contract managers in enhancing contract administration and overall project performance, specifically within the context of the Tilenga project in Uganda. Given the complexity of modern construction projects, effective contract management emerges as a vital component for success, influencing project outcomes,&#xD;
stakeholder satisfaction, and compliance with regulatory frameworks. Through a mixed-methods approach, including qualitative interviews and quantitative analysis, this study investigates the specific contributions of contract managers in mitigating risks, ensuring adherence to contractual obligations, and fostering collaboration among stakeholders. The findings reveal that dedicated contract managers significantly improve project performance by facilitating timely decision-making, enhancing communication, and implementing best practices in contract management. Moreover, the research highlighted the challenges faced by contract managers, including regulatory hurdles and the needed for continuous professional development. By providing a comprehensive analysis of contract management in the Tilenga project, this study contributed valuable insights to the field of project management and offers practical recommendations for improving contract management practices in similar large-scale infrastructure projects.

Abstract: This study assessed the capacity of Uganda’s Fiscal Regime to foster the Sustainable Development of the country’s Petroleum sector. First, it evaluated the instruments that the country has elected to utilise in the collection of Petroleum revenues and then discusses how these instruments have been designed to support the government’s environmental sustainability agenda. The study focused on form and function, much more than a particular discussion of the letter of the laws in question. Highlights of the approaches taken by select petroleum producing nations are adopted by way of comparative analysis of the developments that are present in the global community, the sociopolitical and economic factors at play in selecting approaches and how Uganda has structured its own for Sustainable Development in the sector.

Abstract: Whereas the energy transition has gained global traction, least developed countries such as Uganda are faced with peculiar challenges in getting on board the energy transition train. This research examines the legal,  economic, and technological barriers to Uganda's energy transition, with particular specific focus on insights drawn from Uganda’s oil and gas industry. Uganda is in a unique position with the discovery of commercial quantities of oil depicting an opportunity to spur economic development, while at the same time, the same discovery presents a precarious situation for the energy transition. The research examines how insufficient legislative frameworks, economic constraints and technological barriers hinder Uganda’s energy transition progress. Through use of data from policy makers, industry experts, civil society, local communities and the academia, this research puts into focus Uganda’s energy landscape. The findings from the research emphasize the urgent need for legal reforms, focused investment in green technologies to propel Uganda to a sustainable energy transition. Perspectives from the Uganda’s oil and gas industry provide a worthy platform for examining its implication on Uganda’s energy transition journey.

Abstract: Uganda’s oil and gas sector is characterized of complex transactions, high financial stakes, and intricate regulatory environment, often leading to disputes among stakeholders. This research critically evaluates the role of alternative dispute resolution mechanisms such as mediation, arbitration, negotiation among others in addressing conflicts with in this industry. By analyzing case studies and empirical data, the study highlights the effectiveness and efficiency of ADR particularly in terms of cost, time and confidentiality. In this research, two case studies were conducted in Hoima Buseruka Sub-county, Kabaale Town and legal practitioners in Kampala to understand the relevancy of different modes of ADR. Both qualitative and quantitative techniques were used in the study. The research identifies key factors influencing the adoption of ADR, including the nature of the dispute, contractual framework, the cultural context of parties involved.&#xD;
Furthermore, the study examines the challenges and limitations of ADR in the oil and gas sector, such as enforceability issues and the potential for power balance between disputing parties. The findings underscore the need to identify and choose from the various ADR frameworks on a case by case basis because each of these mechanisms have unique characteristics that might be suitable for one dispute but not suitable for the other in order to find a right path for effective conflict management in oil and gas sector in Uganda.
